Rxpcc CLI while GUI is running

I have my UPS set to run the following command when it detects power loss;
rxpcc pause -a -s
and on power restoration, it runs
rxpcc resume -a -s
However if I have the GUI open, even minimised to the tray, the CLI is unable to do its job.
Can this be fixed? It seems unusual that the existance of the GUI should prevent the CLI from running.
If I accidentally leave the GUI running and leave, a power outage will not trigger a L1/L2 cache flush. This is clearly a risk.
