Not sure about Corel Paint Shop, but as for Photoshop plugins they should be GPU accelerated, so a good video card helps a lot.
If you work with large images using a SSD as scratch disk helps too, and you can assign how RAM Photoshop is allowed to use.
If you got the same performance tuning options in Paint Shop as in Photoshop and if your on 64bit OS, PrimoCache will not do anything for you.
