If you physically disconnect your optane and HDD device, will the computer boot up?
If you still have the problem, do you have another computer or another Windows system to mount this Windows partition? If yes, you may check the following method.

Sorry for the late reply despite such a rush

I haven't try disconnect my optane nor the HDD since i was panik and didn't want to make matter worse, but turn out all i need to do was using window restore point (that somehow there is only 1 restore point created 4 days ago, which i didn't remember because i don't have the habit of create restore point nor use them before).
it was before i install primocache and i got in window just fine and i have been reboot since then without problem. God bless me

But here is the strange part, when i re-install Primocache, i notice that the optane is already set as L2-cache for the HDD, so it's like nothing gone wrong? Can you explain that part if possible?

I'm glad to hear you restored Windows and everything is back to normal.

Before restoring Windows, you have converted the optane drive to an L2 storage volume. Restoring Windows does not convert the optane drive back to a normal volume. So you will still see the optane drive as an L2 volume.
