Hi Im using a 240Gb ssd to cache a 2tb 7200rpm drive and am just wondering what is defined as idle in the deferred write setting? Is it that the HD is not reading anything so it's ok to write?

What it is referring to is "Windows Idle", meaning the system (mostly the CPU) isn't busy doing other things, so Primocache is free to take cycles and do the necessary flushing to disk. If you hover the mouse over the Write Mode drop-down, it will display a little more information on each selection in a tooltip.

It is recommended (though not required) that before enabling deferred writes the system be using an Uninterruptible Power Supply (UPS) so as not to risk losing data or corrupting the volume.
