You can set the ram cache to the minimum of 64MB, maybe the limit could be disabled or lowered enough not to matter (though I would say 64 is small enough). I have PrimoCache 0.9.1
My settings are: 128MB L1, 16Kb blocks, LFU-R, Read/Write, Defer for 2 seconds (no flags), 36Gb L2 (on SSD)

I tried eBoostr and it does preserve your cache after restarts. I think it is able to do that because it doesn't have a live cache. You need to build the cache manually. Right now if we want to change some settings, we have to delete/stop the cache and create a new one. This removes all persisted cache blocks and requires entering all settings again.
