For example : for me is very hard decide if must setting the Block Size =4kb or....32kb
Running a battery of Benchmarks is your best bet. Get a baseline benchmark, make some changes & see how it affects your benchmark results..

Perhaps I'm missing something but I don't see how running one OS to one game would be beneficial. I can think of a couple reasons why I would do that but that's more I.T. oriented (server apps, security, testing, troubleshooting). Is this a steam related workaround?

I've been told something is coming soon. They didn't give a release date but those tend to slip anyway. :)
No idea what's coming but my guess is they're still a bit away from a commercial release.

Problem with precaching is the games randomly load data and Fancycache has no way of predicting what is needed next. Persistent caching has been suggested but if you play a bunch of games that cache is going to be constantly flushed out and replaced by what you played most recently. Your best bet is...

You don't need to reboot. Just stop caching, make your setting changes and start caching again. No reboots necessary. :D
