If I have SSD set to write cache an HDD and power is lost before that data can be written to the HDD, is the data lost?

Let's say I have ZERO RAM write cache. If I have SSD write cache with a long defer write, and power is lost before that data can be written from the SSD to the HDD, is that data lost?

Let's assume that the data was finished being written to the SSD.

Now that I think about it, it could have just been coincidence that it filled up the faster drive first. It could just be that it was set to fill up that specific partition before filling the second partition, and Windows didn't recognize that one drive was faster than the other.
