I removed as you said, and the program opened first time as expected.
I rebooted and it worked as expected.
Ill keep poking at it to see if I can get it to jam up again.

It happened next time I opened PC.
I minimize the app after I use it. (maybe a clue, but this is after a reboot)
while PC was open, and it got pushed behind other apps, I return to the task bar, hover over PC icon and clicking works as expected.
Next symptom is I have browser up (to type here ...

(It seems i find a work around after I post the question).
I got the screen. What I did:
I hovered over the task bar and PC application, right clicked mouse, picked maximize.
The application appeared.
I have no other application that behaves this way, so I don't know if something weird happened ...

In the past I had an issue where PC window would appear, but it would be all white (literally).
There as a fix sent to me, and when I check version, I have

Oh, wil the 'white' screen be addressed? Since upgrading my monitors, I can not open the app, it get the white screen. (I posted about this in support).

I have PrimoCache installed on my PC, which was originally Windows 10. Everything worked fine for years and through annual upgrades.
