Is speed up possible using fast USB 3.0 flash drive through USB 2.0 interface

Hello. I'm thinking about speeding up a computer of one my client with a hard drive Seagate ST3500418AS that slowed down over time. She doesn't want to buy an SSD at the moment and even if she wanted, she doesn't have a technician to install it into the system unit. The motherboard has only USB 2.0 ports.
My questions are:
1) if she'll buy the USB flash drive below, will PrimoCache use it optimally? I mean will it use the drive only for reading and maybe writing of frequently used small files, and leave big files for the hard drive (as it is faster in sequential operations than the flash drive because of USB 2.0 interface)?

2) how should I configure the USB stick to get this behaviour?

I'm sorry that PrimoCache doesn't have a special policy for the USB 2.0 drives as you expected. So using a flash drive with USB2.0 interface may slow down the HDD on sequential operations.
