losing settings

PrimoCache has repeatedly lost its settings, so it starts up doing nothing. Nor does it inform that it has a problem, or is doing nothing, or has lost settings.

When you installed and configured your first cache task, were you logged in as an Admin level account? I have never (in ~4-5 years using Fancycache/Primocache) had it 'lose' settings.
